If you need the full ERP with official licences, you buy those per user through Odoo's own configurator. We scope the implementation or the migration off your current version and quote it per project — fixed scope, before anyone starts.

Yes. We used to price per user by region and it made every conversation a negotiation. Three flat annual packages, same figure in Egypt, the Gulf and Europe.
Anyone who signs in — a cashier on a till, a rep on the mobile app, an admin in the control panel. Employees who only appear in attendance records don't consume a seat.
Implementation, data migration, training and custom development. Those are quoted per project with a fixed scope agreed before work starts. The package price covers licence, hosting, updates and support.
Then we talk. Above 25 the sensible shape is usually different — often Odoo Enterprise licences plus a scoped implementation rather than a bigger self-serve package.
